PowerX and JA Mitsui Leasing Commence Primary Frequency Control Operations at Battery Farm in Tsu City, Mie Prefecture
2026.03.19

TOKYO, JAPAN — PowerX, Inc. (Head Office: Tamano City, Okayama Prefecture; Director, President and CEO: Masahiro Ito; Securities Code: 485A) today commenced Primary Frequency Control operations in the balancing market at a battery farm in Tsu City, Mie Prefecture, jointly developed with JA Mitsui Leasing, Ltd. (Head Office: Chuo City, Tokyo; Representative Director, President and Executive Officer: Keito Shinbu). PowerX supplied its proprietary BESS for the project and serves as the resource aggregator responsible for operating the facility.
The "Geino-cho Ogino Battery Farm" is the first to commence operations among three battery farms the two companies are developing in the Chubu area. The facility is owned and operated by JMES BESS ONE GK, established by JA Mitsui Energy Solutions Ltd. (Head Office: Chuo City, Tokyo; President and CEO: Shingo Akutsu). The project operates under a "Battery Farm Tolling®" scheme, in which PowerX pays a predetermined rate for the facility's balancing capacity, providing greater revenue predictability.
These balancing services support PowerX's retail electricity business and, through operations in the wholesale electricity trading market, capacity market, and balancing market, contribute to stabilizing the power supply-demand balance in the Chubu area and promoting the expansion of renewable energy.
The two companies are also developing battery farms in Higashiura Town, Aichi Prefecture, and Makinohara City, Shizuoka Prefecture, with Primary Frequency Control operations expected to begin at both sites this spring.
PowerX and JA Mitsui Leasing will continue to work together toward the realization of a decarbonized society, combining PowerX's BESS and electricity business capabilities with JA Mitsui Leasing's expertise in sales, financing, and 3R solutions.
